How to fix ERROR_CLOUD_FILE_PROVIDER_NOT_RUNNING (362)
Description
The cloud file provider is not running.
This error (also shown as 0x8007016A) typically appears when accessing files stored in OneDrive with Files On-Demand enabled, but the background OneDrive service has stopped or cannot communicate with Windows.
Causes
- OneDrive is not running or has crashed in the background.
- The Files On-Demand feature is misconfigured or was disabled while online-only files still exist locally.
- A Windows update corrupted or interfered with OneDrive's cloud file provider service.
- Power-saving or battery optimization settings are preventing OneDrive from running background processes.
- Corrupted OneDrive installation or settings files.
- Antivirus software blocking the Files On-Demand service from starting.
Solutions
Restart OneDrive
Right-click the OneDrive cloud icon in the system tray and select Quit OneDrive, then reopen it from the Start menu. This refreshes the cloud file provider service.
Re-enable OneDrive Syncing
If syncing was paused or disabled, click the OneDrive icon in the taskbar, open Help & Settings, and resume syncing.
Disable Files On-Demand
- Click the OneDrive cloud icon in the taskbar.
- Go to Help & Settings > Settings.
- Under the Sync and back up tab, expand Advanced settings.
- Select Download all OneDrive files now to force local copies of all files.
Reset OneDrive
Press Win + R, type the following, and press Enter:
%localappdata%\Microsoft\OneDrive\onedrive.exe /reset
If that path fails, try C:\Program Files\Microsoft OneDrive\onedrive.exe /reset. OneDrive will restart and reconfigure itself without deleting your files.
Disable Battery Saver / Power Throttling
Go to Settings > System > Power & Battery and disable Battery Saver, or configure it to allow OneDrive to run background processes unrestricted.
Install Windows Updates
Open Settings > Windows Update and install all pending updates. Some releases specifically patch OneDrive's cloud file provider integration.
Add OneDrive to Startup Apps
Open Settings > Apps > Startup and ensure OneDrive is enabled so the provider starts with Windows and doesn't fall into a stopped state after a reboot.
